The modular units are performing better than most people expected. The one really outstanding part that exceeded our Operations Department’s initial opinion is the overall construction of the units. They are significantly more durable and better sealed than our people thought. I believe that the heating systems were not needed until sometime in late January; and if you know our weather up here we were likely well into the minus 20 range by then. They’re so well sealed, that it actually caused us some issue with excess humidity.

Human rights prompt new police jail cells
New prefabricated buildings to replace the George Town and West Bay police jails are set to be operational in November, government officials said Thursday during a groundbreaking ceremony near Fairbanks women’s prison.
The penal-grade modular buildings will be used as short-term holding facilities for prisoners in police custody, who under the Cayman Islands Bill of Rights “have the right to be treated with humanity and with respect for the inherent dignity of the human person.”
As evidenced by a United Kingdom prison inspectors’ report released in February, the jails in the George Town and West Bay police stations fall far below the constitutional standard. Police and civil servants have long lobbied for improved short-term holding facilities.
“What we have right now are not cells. They’re cages,” Police Commissioner David Baines said.

The only other item that has been raised as a potential improvement, could be the ability to have the high level windows in the units operable. This could be accomplished by caging the outside of the window, and allowing the window to tilt out at the base only 2-3”. As I stated above the units are so well constructed that we do not require heating unit the dead of winter, but in the shoulder seasons natural ventilation could resolve a lot of the humidity and excess heating issues we’ve experienced.
Anyhow, the overall impression is far more positive than some people originally expected. We expect that with a few minor adjustments that these units will perform well for us in the future.
